Meditation is a skill that helps a person practice being present. Like meditation, being present is on a continuum and is not either present or not present.
Living in the moment requires you to be present. The better you know yourself the better you will be at being present. Awareness of who you are and how you interact in a moment is a prerequisite for being present.
It is like appreciating great art. The more knowledge you have of the art, the artist, the history, and the techniques the more you can appreciate the art.
