When the two are separate, it does not matter which tool you use, the tool is just enabling the process. When the two are completely separate, swapping out one tool for another tool is a simple process.
Once the two are separate, it becomes easy to optimize the process by selecting the most effective tool, and continually determining the best tool.
Too often the two are interdependent and you are stuck with whatever tool/process you are using.
