There is a balance between personal responsibility and social responsibility.
Some of these decisions are black and white.
Many of these decisions are in the gray area where the balance becomes one of personal choice. The choice is based on your values. Your values dictate what type of world you want to live in which dictates the types of choices you need to make.
Having a strong sense of what your values are assists in making decisions that reflect those values. Too often, we make our choices only to find out later they lead to outcomes different than what we would value.
If we put ourselves first in every situation we end up in an uncaring and unfair world where everyone is on their own.
If we put others first in every situation then we lose ourselves and lose our personal goals and the world becomes mediocre.
Somewhere between the two extremes is the ideal. The ideal is different for every individual.
